You must have a sound knowledge of the technical aspects of songwriting. You don't need a degree in music theory though. You need to learn what is rhythm, harmony and counterpoint, etc. Study the chords, understand how they can be used to proper effect.

You may need some professional help to push you to the next level once you have a bit of basic understanding of music. Inspiration cannot be called upon at will, inspiration can touch you any time. Set your song to an appropriate mood after you've selected the theme. If you understand music, it'll help you recognize proper tunes. Once you get started on a song, ideas start to flow.
